What ዖ means
It is the seventh form in ዐ’s series, with “o.” A fidel combines a consonant with a vowel. In Tigrinya romanization, ዖ is ʿo: a throat consonant followed by “o.”
The Ethiopic script grew from a South Arabian consonant script and was adapted for Ge’ez. It appears clearly in inscriptions from the 2nd/3rd centuries CE; its vowel orders developed by the 4th century.

1Questions people ask
1Why does ዖ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
