What ષ means
It spells an s-like sound made with the tongue curled back.
In Latin transliteration, its name is ṣa; ssa and sha are also used to write it. Gujarati uses ષ in words, especially Sanskrit-derived and learned vocabulary. Its neighboring letters શ and સ are separate spellings, even when their sounds overlap.
Before ca. 1500, Old Gujarati had merged the Sanskrit sibilant contrasts to one s sound. Later Sanskrit influence restored some distinctions. Gujarati pronunciations still vary, so spelling separates these letters more reliably than speech does.
Where did Gujarati ષ come from?
It belongs to an inherited Gujarati spelling tradition.
Gujarati script is closely related to Devanagari and belongs to a wider North Indian family descended from Brahmi. Its letter forms omit Devanagari’s horizontal headline. Gujarati writing served everyday letters and accounts as well as Hindu, Parsi, and Muslim texts; ષ preserves a Sanskrit-derived consonant in Gujarati spelling.
The earliest known Gujarati-script document is a manuscript dated 1592. That dates a surviving Gujarati text, not the origin of the script or this letter.

1Questions people ask
1Does ષ change shape in a conjunct?
Yes. In a cluster such as ક્ષ, Gujarati writing joins ષ with the preceding consonant, and the font may show a reduced form instead of its standalone outline.
