What ヘ means
It was designed for compact, single-byte Japanese text. JIS C 6220, published in 1969 and later renamed JIS X 0201, included single-byte kana for systems with limited text capacity. Later Japanese standards supported wider text, and Unicode retained both forms for compatibility. ヘ and ヘ have the same reading. The font and layout determine how narrow ヘ looks; NFKC normalization changes it to ヘ, which can remove a width distinction that a legacy field requires.
Technical and format-bound; use it when a field or file format asks for halfwidth kana.
A fullwidth-only field may reject ヘ even though it reads the same as ヘ.

1Questions people ask
1Why does ヘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
