What 썫 means

Read it as a Korean spelling fragment.

If someone sent you 썫 alone, wait for the surrounding Korean words before assigning a tone.

Why was Hangul made?

To write Korean speech with its own sound-based script. Hangul was devised in 1443 and explained in the 1446 Hunminjeongeum, a guide to writing Korean speech by sound. Earlier, the idu system used Chinese characters to write Korean words and grammar.

Names shifted from 정음 (“correct sounds”) and 언문 (“vernacular writing”) to 국문 (“national script”) and 국서 (“national writing”); 한글 was in use by the early 1910s.
