What 🞾 means
From Microsoft's Wingdings 2 font, made a real character in 2014.
Wingdings-style fonts, around since Windows 3.1 in 1992, swap letters for pictures: you type an ordinary letter and the font draws a symbol. Change the font and the symbol turns back into that letter, which garbled countless documents. Unicode gave these shapes their own code points so they stay the same whatever font is used.
🞾 belongs to a run of one shape in rising stroke weight: light, medium, bold, 🞾 heavy and very heavy. Designers pick the step that matches the weight of the surrounding text.
In practice it marks things rather than says things: a bullet before list items, a row like 🞾 🞾 🞾 between sections, or a marker drawing the eye to a note. It carries no emotion of its own.
Neutral and decorative; it organises or ornaments text and expresses no feeling.
Many fonts lack it, so some readers will see an empty box.
