What ❜ means
It is a decorative closing single-quote form. Unicode links it to the ordinary right single quotation mark, ’, but its heavier shape makes it an ornament rather than the usual punctuation choice.
Quotation marks grew from several typographic practices, not one invention. The ancient Greek diple was a marginal mark for text considered noteworthy, doubtful, or worth comment. Printed examples of quotation marks are recorded from 1516, followed by examples in 1522 and 1529. ❜ is a later encoded member of that broad family.
Why does ❜ look different in my document?
Its weight and curve come from the selected font and any fallback font. A document or browser draws the character using fonts available to it.
If no available font contains the glyph, you may see an empty square, a question-mark box, or another missing-character mark. That signals a font-coverage problem; it does not change the character.

3Questions people ask
1Why does ❜ show as a box?
A font-coverage issue. The current font or its fallback cannot draw the glyph, so the application shows a missing-character mark.
