What ⾶ means
It marks the “fly” radical in indexes. A radical groups dictionary entries; 飛 means “to fly.”
Older 飛 forms appear in oracle-bone inscriptions (carved on bone or shell), bamboo or silk manuscripts from the ancient Chinese state of Chu, and seal script, an early formal style. The early Chinese dictionary Shuowen Jiezi listed 540 sections in the 2nd century CE. In 1615, Mei Yingzuo’s Zihui dictionary cut the system to 214 radicals; the Kangxi Dictionary adopted that count in 1716.
Is ⾶ the same as 飛?
No. 飛 is the ordinary character; ⾶ is its index form. NFKC compatibility normalization, a text-conversion step, turns ⾶ into 飛.

1Questions people ask
1Why does ⾶ show as a box on some devices?
Not every system ships a font for the Kangxi Radicals block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
