What ⾰ means
It is a filing label for a group of characters.
The ordinary character 革 has early forms in oracle-bone inscriptions—early Chinese writing carved on bones and shells—and later bronze inscriptions. Those forms depict animal hide. The character’s meanings later include leather goods, “change,” and “remove.”
Mei Yingzuo’s 1615 Zihui reduced earlier radical systems to 214 categories. The Kangxi Dictionary (1716) adopted lookup by radical and stroke count. ⾰ labels that category; 革 remains the ordinary character.

1Questions people ask
1Why does ⾰ show as a box on some devices?
Not every system ships a font for the Kangxi Radicals block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
