What ⾮ means
It marks 非 as a dictionary radical. A radical is a filing heading; remaining strokes narrow the entry. Unicode’s radical-stroke indexes use the same method.
In Chinese words, 非 can mean “not,” “wrong,” or “opposition.” ⾮ names the index category; it is not an ordinary word with those meanings.
Technical: it signals radical indexing, not ordinary text.
For “not” or “wrong” in a sentence, use 非.

1Why does ⾮ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
