What ೯ means

It is the digit for nine in Kannada-script numbers.

Kannada numerals trace back through Brahmi, an ancient South Asian script. Kannada and Telugu scripts shared a southern history before diverging around 1300 CE.

The Gudnapur pillar, probably early sixth century, shows all nine digits in a record of a royal temple and its land. Kannada script also serves Tulu and Konkani.

Why does ೯ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
