What テ means
It represents the Japanese sound “te.”
Katakana grew from shortened Chinese characters used in Buddhist reading notes in the early 9th century. The notes helped readers add Japanese readings to Chinese texts, and katakana forms were standardized by the 12th century.
Katakana is used for things such as borrowed words, foreign names, sound effects and emphasis. The surrounding word shows why it is used; テ alone does not signal an emotion.

Questions people ask
1Why does テ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
