What ヾ means
It repeats katakana with voicing. トヾ makes ト into voiced ド (“to” to “do”); dakuten is the Japanese voicing mark.
Japanese repetition marks predate the Nara period. After kana emerged, their marks are generally understood as shortened 〻. By 2001, they were less common as handwriting and vertical writing gave way to digital input.
Specialist, old-style orthography.
Use it for voiced katakana repetition, not as a general ditto mark.

Questions people ask
1Why does ヾ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
