What 𘬱 means
The serial label identifies a code point, not a Khitan reading. Unicode forms “Character-18B31” from the character's code-point number. Khitan signs could represent sounds, whole words, or both. Sound signs joined into word clusters; text ran in vertical columns from right to left, with signs in each cluster ordered left to right, then top to bottom.
Yelü Diela, the Liao emperor's younger brother, is credited with creating Small Script around 925 to write Khitan. Its forms drew on Chinese characters, and its way of writing sounds drew on the Uyghur script. It accompanied Khitan Large Script in the Liao, Qara Khitai, and Jin states. Jin rulers abolished Khitan scripts in 1191; scholars first identified Small Script at Qingling in 1922.

1Why does 𘬱 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
