What 𘰰 means
It uses whole-word signs called logograms.
The script also spells words with phonetic clusters—groups of characters that represent syllables.
When was Khitan small script created?
Yelü Diela created it around 925 to write Khitan.
Khitan was the language of Liao rulers in northern China. The small script accompanied the Khitan Large Script. The earliest surviving dated example is a 1053 tomb inscription; royal memorials were discovered in Inner Mongolia in 1922. Khitan writing drew on Chinese character forms; grouped sound signs may reflect Uyghur word grouping. The script also appears on monuments, mirrors, tallies and coins not meant for circulation. The Jurchen people later modeled their scripts on Khitan. Numbers 11–19 combine ten with a unit.

Questions people ask
1Why does 𘰰 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
