What 𘲔 means
It contributes bir to words such as ilbir.
Khitan small script spells words with compact phonetic groups. Ilbir, translated “tribal judge,” shows how this sign fills one part of a word.
How was Khitan small script used?
It was created to write the Khitan language. Creation is dated to about 925 and credited to Yelü Diela; Uyghur writing is named as inspiration, though the scripts look little alike. It was used alongside Khitan large script.
Most surviving small-script texts are stone epitaphs. Use spans Liao, Qara Khitai and Jin rule. The earliest known datable text is from 1053; the latest, 1175. Jin authorities ended official use in 1191.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
