What ໗ means
Lao 7 means seven.
After Lan Xang, an early Lao kingdom, unified in the 14th century, its rulers commissioned scholars to create a Lao script, probably modeled on Old Khmer. One surveyed manuscript collection from Luang Prabang dates its earliest example to 1520. The history also includes the older Tham Lao and Lao Buhan writing traditions, linked with Sukhothai and Lan Na, two historic Tai kingdoms. Lao numerals appear as manuscript page numbers and in inscriptions, sometimes beside Arabic numerals.
Neutral and technical.
Thai ๗ also means seven, but it is a different character.
