What means
It built a large letter from nine text positions. HP listed an optional Large Character Set in its January 1977 terminal service manual. A 1979 reference manual shows nine text positions forming each letter at three times normal size. HP 2620/2640 terminals used the pieces for headlines.
Why does this piece look incomplete?
It occupies one cell of a larger letter. Each tile must line up in a fixed-width font that contains the set. A missing glyph leaves a gap; this character does not enlarge text by itself.
Archival and technical: part of HP terminal headline typography.
Alone, it is a component, not a finished letter.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
