What ൹ means
It stands for the full numbered-day expression in a date. For example, 16-൹ means 16-ാം തിയതി, or “the 16th day.” English endings such as “th” and “st” are only functional parallels. In Malayalam, -ാം is the usual way to form an ordinal ending such as “16th”; it is a different form.
A Government Press publication from 1937 shows the mark; later books and state records use it too.
A written Malayalam date sign; its shape depends on the Malayalam font.
It is not a generic “th” ending: it stands for the whole “Nth day.”

1Why does ൹ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
