What 𑱼 means
It is the base consonant called da in Marchen.
Marchen evolved from Tibetan writing, first used for the Zhangzhung language, then for Bön liturgy in Tibetan. Bön is a Tibetan religious tradition. Marchung, Pungchen, Pungchung, and Drusha are related scripts, not alternate names for Marchen.
A 2011 encoding proposal cites a Menri bronze seal (an inscribed metal seal) among the earliest known Marchen examples. It gives no first attestation for 𑱼 itself, so that artifact does not date this particular letter.
Read this as Marchen script; surrounding text supplies the message.
