What 𝘶 means
It is a Latin u in a mathematical letter style.
In a formula, a letter can stand for a quantity, object, or label. The writer’s definitions tell you which.
Why is its style encoded separately?
Because mathematical styles can distinguish symbols.
By 1999, styled alphabets were used in scientific and technical publishing. Unicode proposals gave them separate characters so plain-text formulas could preserve those distinctions.

1Why does 𝘶 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
