What ʿ means
It marks Arabic ʿayn in Latin transliteration.
The Arabic consonant ع is made deep in the throat; ʿ preserves it when Arabic words are written with Latin letters.
Persian scholarship uses it for ع; Hebrew scholarship uses it for ע. The surrounding language identifies the letter.
In Arabizi, informal Arabic written with Latin letters and numerals, writers use 3 for ʿayn; ʾ marks hamza, a brief closure in the throat.
A precise transliteration mark, not an apostrophe.
Keep ʿ and ʾ distinct: they represent different consonants.
