What 𑐯 means
It marks Nepal Bhasa’s murmured l sound.
The tongue makes an l while the voice stays breathy.
Newa (Nepal Lipi), descended from Brahmi, an early South Asian script, appears in inscriptions, coins, manuscripts and books by the 10th century. It served Nepal Bhasa, Sanskrit and Nepali; historically, also Maithili, Bengali and Hindi. Use declined after Newa dynasties fell in the late 18th century; the 1905 ban ended in 1951, and revival gained momentum in the 1980s. As of 2026, Nepal Bhasa is most often written in Devanagari.

1Why does 𑐯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
