What ᱘ means
It marks eight in Ol Chiki. Ol Chiki was developed in 1925 and publicized in 1939 to give Santali its own script. Santali was also written in Latin, Bengali, Devanagari, and Odia scripts; their connection is use for the language, not resemblance to ᱘. A 2005 proposal to encode Ol Chiki noted that available fonts mapped basic Latin keyboard characters (ASCII) to Ol Chiki shapes, so older text can look right while storing different characters. If ᱘ appears as a box, the active font may lack Ol Chiki coverage.
Plainly numerical; the script choice carries the social signal.
Use 8 when instant number recognition matters.

Questions people ask
1Why does ᱘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
