What means
It represents /j/, the consonant “y” at the start of English “yes.” Oy is the letter’s name, not a two-sound spelling.
Why was Ol Onal created?
To give Bhumij a dedicated alphabet. Mahendra Nath Sardar began developing it in 1981; an Adim Bhumij Samaj contest selected it in 1992. Bhumij is also written in Devanagari, Bengali, Odia, and Latin scripts.
The 2025 Unicode Standard says teaching and print use only Ol Onal forms; a planned lowercase set called Galang Onal has no attested use.
The 2022 Unicode proposal records the script in primers, ritual works, wedding invitations, inscriptions, and wall paintings. As of 2025, Ol Onal is used to write Bhumij in parts of Odisha, West Bengal, and Jharkhand.

1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
