What means
It marks a long vowel. Read it with Ol Onal letter A; the vowel lasts longer. In text, Ikir follows A but displays below it.
Mahendra Nath Sardar developed Ol Onal for the Bhumij language, spoken in eastern India, from 1981 to 1992. In 1992, Odisha’s Adim Bhumij Samaj chose it from three script proposals.
Why can Ikir look like punctuation?
Older non-Unicode fonts could shift or reuse the dot.
Fonts documented in 2022 could place it at A’s lower right or map it as a full stop. A dot beside a vowel in older text may still be Ikir.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
