It marks a vowel as nasalized.
Say the vowel with air flowing through your nose. MU follows its vowel in text but sits above it. A can also take IKIR, a separate length mark.
Mahendra Nath Sardar developed Ol Onal to write the Bhumij language between 1981 and 1992; Odisha’s Adim Bhumij Samaj chose it in a 1992 contest. Bhumij is also written in Devanagari, Bengali, Odia and Latin scripts. Ol Onal appears in lessons, print and rituals.
Why does the dot shift position?
Handwriting and fonts place MU differently.
Handwriting puts MU above its base; fonts from 2013–2014 put it at the upper right. Those fonts saved Ol Onal letters as Latin text, so old files may need the matching font to display correctly.

1Why does show as a box on some devices?
It is recent: Unicode added it in version 16.0 (2024), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
