What ⸝ means
It closes a marked paraphrase or editorial insertion.
N’Ko is an alphabet devised by Solomana Kanté in 1949 so Manding languages, spoken across West Africa, could be written by their speakers. The pair marks an indirect citation in N’Ko: words retold rather than quoted exactly. It can also enclose an editor’s addition that was absent from the source. N’Ko also uses angular quotation marks, called guillemets, and ornate quotation parentheses derived from Arabic forms. In 2004, a revision to the Unicode proposal moved provisional entries U07FA/U07FB to U2E1C/U2E1D.

1Questions people ask
1Why does ⸝ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
