What 𑇉 means
It marks a sound change across a word boundary. External sandhi is how neighboring words change when read together; Sharada places 𑇉 below the following syllable to mark the join.
Anshuman Pandey’s 2012 proposal shows 𑇉 in a Sharada manuscript. Unicode minutes record acceptance in 2013; these dates track documentation and encoding, not origin.
Sharada avagraha 𑇁 marks an omitted word-initial a; 𑇉 marks external sandhi. Unicode also lists a Bengali sandhi mark as related, but it belongs to another script and is not interchangeable with 𑇉.

1Why does 𑇉 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
