What ㌘ means
It stands for gram, a unit used to weigh things.
Ordinarily, Japanese spells it グラム with three katakana, Japanese sound signs.
An 1855 Japanese book from the Edo period, a premodern era, records ガラムマ; a 1878 translation uses ガラム for the metric unit. These are spellings of the borrowed word, not the compact sign.
Kumimoji was Japanese typesetting: it fit small kana (syllable signs) into one square cell for dense tables and notes. Fonts may draw the tiny signs differently.
