What ㌪ means
It is ハイツ compressed into one Japanese character cell.
In Japanese, ハイツ comes from English heights: it can mean high ground and is also used in names for apartments or housing complexes. A 1951 new-words dictionary records the word, not this exact glyph.
Japan’s JIS C 6226 computer-character standard dates to 1978; that is the technical backdrop, not a first-use date for ㌪. Unicode groups it with legacy squared-katakana typography.
Legacy Japanese typography that packs a housing word into one cell.
Use ハイツ in ordinary text when readers need to scan the word quickly.

Questions people ask
1Why does ㌪ show as a box on some devices?
Not every system ships a font for the CJK Compatibility block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
