What ㍊ means
It means millibar, packed into one Japanese square character.
Japanese unit typography uses compact square characters to fit short unit spellings into a cell about as wide as a full Japanese character. The 1993 Unicode 1.1 list records ㍊ as ミリバール; that dates its computer encoding, not the symbol's invention.
It uses the same compact format as ㍉ and ㍍, other Japanese square-unit characters. Japan changed weather reports from millibars to hectopascals (hPa) on December 1, 1992; one millibar equals one hectopascal.
Technical and old-fashioned; it signals compact Japanese unit typography.
CI-NET LiteS guidance treats ㍊ as machine-dependent; ミリバール is the interchange fallback.
