What ㍕ means
It labels rem for radiation protection.
Japanese writes the unit as レム in katakana, a syllabary; ㍕ packs it into one square cell. Rem adjusts a radiation dose for its effect on tissue; later standards favored the sievert.
Scientific records show rem by 1950. In a 1954 recommendation, the International Commission on Radiological Protection formalized rem for radiation protection. Unicode's date marks the encoded glyph, not the unit's origin.
Technical or archival notation for a radiation unit.
It names a unit, not a standalone radiation warning.
