What ㍓ means

It writes the Japanese word “rupee” in katakana. Its ordinary Japanese spelling is ルピー, written with katakana, a Japanese syllabic script. The square holds that word in the width of one Japanese character.

This square form belongs to a set carried over from older Japanese character encodings, where Katakana words were arranged to fit one character-width cell. Compatibility normalization expands ㍓ to ルピー and removes the square layout.

Is ㍓ a rupee currency sign?

No as a general currency sign: it spells a Japanese word. “Rupee” names several currencies across South Asia. In 2010, India approved ₹ as its official rupee symbol. Use ₹ for Indian rupees; for other currencies, follow their local convention.

Why does ㍓ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
