It means four in Tamil.
Tamil numeral history reaches back to early Tamil writing. Tamil-Brahmi, an early Tamil script adapted from Brahmi, an older Indian script, appears in inscriptions by the middle of the third century BCE; early Tamil pottery also preserves numeral marks.
Medieval inscriptions used numerals for accounts, land measures, and tax records. Older notation combined unit numerals with separate signs for tens, hundreds, and thousands: ௨௰௪ is 24.
