What 𘡣 means
No: 𘡣 is a component, not a translated Tangut word. Tangut component lists help dictionaries find characters and let scholars describe how a larger character is built with an ideographic description sequence—a written breakdown of its parts. A component alone does not guarantee the larger character’s meaning or sound.
How old is the Tangut script?
Tangut writing was developed under the first emperor of Western Xia around 1036 to write the Tangut language. It appeared in official and religious texts, continued in use after Western Xia fell, and faded by the end of the Ming dynasty. The Sea of Characters, a Tangut dictionary, explains characters through their structure; later dictionaries used different component systems.
