What 𗀣 means
It means “to open one’s mouth” in Tangut.
The Tangut script was promulgated in 1036 for the Tangut language of the Western Xia state. Its design drew on Chinese writing, but it is a distinct script. The state used Tangut in administration, books, and Buddhist translations; Buddhist inscriptions dated 1502 are among the latest known examples of Tangut writing.

1Why does 𗀣 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
