What 𗄮 means
It means “stutter” or “stammer” in Tangut. The 12th-century Wénhǎi (“Sea of Writing”), a Tangut dictionary, records this gloss.
The Tangut (Xixia) script was created around 1036 CE under the first emperor of Western Xia to write the Tangut language. It served official, private, and religious writing. After Western Xia fell to the Mongols, the script remained in use under Yuan and Ming rule; it was obsolete by the end of the Ming dynasty.
Is 𗄮 a Chinese character?
No. It is Tangut, a separate script for a different language. Tangut characters resemble Chinese ideographs, but the scripts are unrelated.
Historical and scholarly; use it for Tangut text, not as a general stutter mark.
