What 𗑠 means
A Tangut dictionary calls 𗑠 “a surname.”
The Tangut (also called Xixia) script was created around 1036 under the first emperor of Western Xia, a kingdom ruled by the Tanguts. One likely purpose was to produce Buddhist scripture in Tangut; the script also served official and translated writing. Western Xia texts from the 11th century show it in use.
Is Tangut related to Chinese writing?
Tangut is a distinct script, though Chinese writing influenced its design.
Tangut signs drew on Chinese writing’s visual and structural principles, but Tangut itself did not descend from Chinese characters. Tangut rulers also followed their Khitan neighbors’ example of keeping a separate script.

1Why does 𗑠 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
