What 𗖇 means
Tangut dictionaries give 𗖇 the meanings “firm; skilful.”
The script was established around 1036 CE for Western Xia (Xixia); surviving texts date to the 11th century. It served official, Buddhist, legal and literary writing; a known inscription dates to 1502.
Is 𗖇 a Chinese character?
No. 𗖇 is Tangut, not Chinese. The Tangut script was modeled on Chinese and Khitan, another medieval northern Chinese script, but wrote the extinct Tangut language, a Tibeto-Burman language related to Tibetan and Burmese.
If it appears as a box, your font or software cannot display this Tangut character.

1Why does 𗖇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
