What 𗗫 means
The scripts are distinct but historically connected.
A Tangut–Chinese wordbook's preface from 1190 says their forms differ but their roots are linked. Tangut was a separate language with its own script.
Why did Western Xia use Tangut writing?
It served the state and marked Tangut identity.
Chinese histories differ: one credits ruler Li Yuanhao and official Yeli Renrong; another says the attendant Yuqi began the work, with Li adding to it and Yeli formalizing it. Tangut served state records and Buddhist texts.

1Why does 𗗫 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
