What 𗯜 means
It means “group” or “collective” in Tangut.
A Tangut–Chinese dictionary lists it under L2008-5956 and gives Chinese 群 (“group”) as its gloss. 群 translates the meaning; it is not a Tangut spelling.
The Tangut script was introduced in 1036 for Western Xia administration and Buddhist writing. It drew on Chinese writing but is a separate system; knowing Chinese does not let you read Tangut. Later texts carried official material and translations from Chinese and Tibetan. The date is for the script, not this character’s first use.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
