What 𗹽 means
It means “to encircle” in Tangut. A Unicode technical note gives that gloss and records 𗹽 as formed from 𘂂 plus 𗨨. It is a word in the Tangut language, not a drawing of a circle.
Li Yuanhao, ruler of Western Xia, commissioned the Tangut script in 1036 for state-building; compiling a Tangut Buddhist canon was a main practical purpose. The script drew on Chinese and neighboring Khitan writing traditions, but it wrote a different language. A Tangut manuscript from Khara-khoto, a historical site, probably dates to the 12th or early 13th century. That date belongs to the manuscript, not to this character’s first appearance.
Why does 𗹽 show as a box?
Your font may lack Tangut coverage. Without a font that supports Tangut, an app may show a fallback box or replacement mark even when entry succeeded. Fonts such as Noto Serif Tangut support the script. Fonts can draw the same character in different styles, but its meaning stays the same.
Historical and specialist: it is Tangut writing with a documented word meaning.
Its gloss is “to encircle”; do not read it as a generic circle mark.

1Why does 𗹽 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
