What 𘄪 means

It is a Tangut character; its exact word needs context.

Unicode labels it “TANGUT IDEOGRAPH-1812A,” a structural identifier rather than a translation. To read its word and pronunciation, you need a Tangut dictionary or the surrounding text.

Historical sources show different forms of Tangut characters. A font may reflect one of those forms while still displaying the same character in the text.

Why was Tangut writing created?

For Western Xia state-building and Buddhist writing.

The script took shape under Western Xia ruler Li Yuanhao as the state built its institutions and a distinct written identity. Its creation is closely associated with plans to make Buddhist scriptures available in Tangut. Tangut writing served official, private, and religious texts, including translations of Chinese works.

A surviving Tangut manuscript from Khara-khoto, a site where Tangut manuscripts were found, probably dates to the 12th or early 13th century. That dates a surviving witness, not the script's beginning.

How is Tangut related to Chinese and Khitan writing?

Tangut is distinct, though its forms reflect neighboring scripts.

Tangut characters resemble Chinese writing and use some similar construction principles, but Tangut is a separate script, not derived from Han characters. Western Xia's creators also followed neighboring Khitan states, whose rulers had developed scripts of their own.

Tangut writing continued through the Yuan and Ming dynasties and fell out of use by the end of the Ming dynasty. Scholars rediscovered it in the late 19th century and deciphered much of it in the early 20th century; today it is mainly encountered in historical study.

Historical writing: Tangut appeared in official documents, private texts, and religious writing.

Why does 𘄪 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
