What 𘄫 means
It names the action of kicking.
Li Fanwen’s 2008 Tangut-Chinese dictionary glosses 𘄫 “to kick.” As a lone verb, it does not say who kicks whom.
Unicode builds Tangut character names from assigned code numbers; “Tangut Ideograph-1812B” is an index label, not a translation. Created around 1036, Tangut writing served Western Xia correspondence and Buddhist translations. It took visual inspiration from Chinese writing and followed its Khitan neighbors’ example of creating a distinct state script. Texts continued under the Yuan and Ming dynasties, later Chinese ruling periods; Tangut writing became obsolete by the end of the Ming dynasty.
A historical Tangut verb, not a familiar chat reaction.

1Why does 𘄫 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
