What 𘇹 means
It means “string” in Tangut.
Li Fanwen’s Tangut–Chinese dictionary records this gloss. Tangut was the language of Western Xia, a medieval state. Its script was promulgated in 1036 for government and Buddhist translations. Chinese writing influenced Tangut’s design; neighboring Khitan scripts showed how a state could develop its own. These are writing-system links, not proof that 𘇹 is Chinese.
