What 𘓎 means
It means “beautiful” in Tangut. Alone, 𘓎 is unlikely to read as praise.
The Tangut script, also called Xixia, was created around 1036 under Western Xia’s first emperor to write the Tangut language. It served official, private, and religious texts and survived the state’s fall, becoming obsolete by the Ming dynasty’s end. Its design drew on Chinese writing without deriving from it; creating a state script also followed an earlier Khitan example.
Historical glyph variants may look different; a font without Tangut coverage may show 𘓎 as a box.
Historical and scholarly, not a modern compliment.
A bare 𘓎 may not read as praise without Tangut context.

Questions people ask
1Why does 𘓎 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.

𘓎\184CEWhy is 𘓎 a box on my screen?
fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
