What 𘙫 means
Its dictionary entry is the verb “to obstruct.” Li Fanwen’s English index to his Tangut dictionary lists it under that sense; a lone glyph cannot recover a full sentence.
Why was Tangut writing created?
To serve Western Xia administration and culture. Tangut was created around 1036. A document dated around 1070/1071 may be the earliest surviving Tangut writing. Chinese writing influenced its design, but 𘙫 belongs to Tangut. The script later served Buddhist and scholarly writing in the Yuan and Ming.
It reads as historical or specialist Tangut text.
A lone character cannot explain why someone sent it.

1Why does 𘙫 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
