It means the number two in Telugu writing. Its value stays numeric wherever it appears, including counts, dates, and amounts written in Telugu script.
The wider Indian numeral tradition is linked to Brahmi numerals, attested around the 3rd century BCE. Telugu writing developed through Southern Brahmi and a shared Telugu–Kannada phase; the scripts separated in the 12th and 13th centuries.
Historical Telugu notation used decimal digits for whole numbers, while position-based marks using powers of four handled fractions in accounts. Rounded Telugu strokes also suited palm leaves, where sharp lines could split the writing surface; that is a script-level influence, not evidence for this digit’s exact design.
