What ೨ means
It means two.
This Kannada numeral writes two in counts and other Kannada-script numbers. Latin-script 2 has the same value but belongs to a different script.
The broader Indian numeral tradition is traced to Brahmi signs attested around the middle of the third century BCE; this does not date this Kannada shape. Historian N. S. Rangaraju calls the Gudnapur pillar the earliest inscription with all nine Kannada numerals and places it tentatively in the early sixth century.

1Why does ೨ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
