What 𞊙 means
It writes Toto’s “s” sound.
It is the hiss at the start of English sun. Toto is spoken in West Bengal, India, near the Bhutan border.
Why did Toto get its own alphabet?
The goal was Toto literacy and a distinct identity.
Earlier, Toto was written in Bengali or Latin. The community chose new letters for mother-tongue education and a distinct writing identity. Those spellings left some Toto vowel differences unclear, especially vowels spoken with a breathy voice and vowels made with rounded lips at the front of the mouth.
Work began in 2014; the alphabet launched in May 2015.

1Why does 𞊙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
